Japan has taken a measured approach in response to the United States’ recent decision to sanction Tomoko Akane, the president of the International Criminal Court (ICC), opting to avoid any direct rebuke of the Trump administration. Prime Minister Sanae Takaichi expressed that the sanctions were “very unfortunate,” emphasizing that Japan plans to maintain dialogue with the United States and other stakeholders. Japanese officials have highlighted the necessity of ensuring that these developments do not harm the nation’s vital relationship with the US, its only treaty ally.
As the largest financial supporter of the ICC, Japan has also contributed significantly in terms of personnel to the court. Tomoko Akane, who hails from Japan and served as a prosecutor before, joined the ICC as a judge in 2018 and ascended to the presidency in 2024, marking a historic first for a Japanese national in that role. Meanwhile, the United States has adopted a more confrontational stance towards the ICC under President Donald Trump, who authorized sanctions against its personnel in February 2025. US Secretary of State Marco Rubio has further stated Washington’s goal to weaken the court and rally its allies against it.
Previously, Japan refrained from participating in an international statement condemning the US-imposed sanctions, citing the importance of its bilateral ties with Washington. This cautious stance drew criticism from Akane, who urged Japan to adopt a more assertive position in defending the ICC and upholding the rule of law. Despite this, Japan’s government has consistently shown its support for both the ICC and Akane. Earlier in January, Prime Minister Takaichi met with Akane during her visit to Japan, reiterating Tokyo’s dedication to backing the court’s mission.
